Supporting Program in the 8th CSFF

China International New Media Short Film Festival (CSFF), founded in 2010, hosted by State Administration of Press, Publication, Radio, Film and Television, Shenzhen Municipal People’s Government, organized by Culture, Sports & Tourism Administration of Shenzhen Municipality, Guangming New District Administration Commission of Shenzhen Municipality, Shenzhen Media Group, is the only state-recognized international short film award in China. Founded in 2010, CSFF is intended to encourage the production of outstanding new media shorts, discover and support new media talents, nurture and incubate innovative new media projects, promote the integration of film/TV industry and new media, and boost international cultural exchanges and cooperation.

Aiming at motivating young directors and establishing a more pragmatic and effective platform for new media talents, Organizing Committee of China International New Media Short Film Festival launches the KingBonn Short Film Director Supporting Program. Those who are selected would be awarded with the supporting funds for the next film and supported with other resources. The winners will have the priority of signing a contract in the International Short Film Market.

Registration channel for KingBonn Short Film Director Supporting Program is open now, and we welcome short film directors home and abroad to log on the CSFF official website (www.csff.com.cn), to fill out the application information and enter the competition .

2.Requirements on Entries
(1) Type: drama short film, animation short film, or documentary short film;
(2) Duration: Within 20 minutes;
(3) Requirements on Subtitles: Burnt-in English subtitle must be provided for dialogues, voicecover, and commentary in the film;
(4) Video Quality: High definition 720p (1280*720) and above, H264 video coding is preferred;
(5) Creation Time: Completed after January 1, 2016
(6) Content Requirements:
a. The content (including texts, languages, scenarios and backgrounds) shall not violate the laws and regulations of the People's Republic of China;
b. Shall not contain or involve any content on ethnic, religious or racial discrimination;
c. Shall not contain pornographic, violent or other unwholesome contents;
d. Shall not be suspected of plagiarizing or infringing upon others' copyright;
e. Works with wholesome central ideas and skillful combination of ideology, art, and technology are encouraged;
f. Short films conveying innovative ideas are encouraged.

3. Competition Schedule
(1) Registration: May 10-September 10, 2017
(2) Preliminary Selection Schedule (Selection for International Short Film Screening)
September 23-September 29, 2017
In preliminary selection, which is the selection for International Short Film Screening, those whose entries are enrolled in Screening will participate the "Kingbonn Short Film Director Supporting Program" competition.
(3) Final Selection Schedule (Selection for KingBonn Short Film Director Supporting Program)
November 1 - December 1, 2017

(5)Awarding
    The closing ceremony will be held in the evening of December 2 when awards trophy, certificate and bonus will be presented.

4. Number for Nominees in Screenings and Awards 

A selection jury committee for the 8th CSFF will be set up by the CSFF Organizing Committee, by which 50 outstanding short films will be selected from all entities and screened in Shenzhen schools, cinemas, the main venue of Guangming New District, Communication University of China during the 8th CSFF. The nominees include 15 drama shorts, 10 documentary shorts, 15 animation shorts and 10 shorts for children. The final number of finalists of each type is subject to the announcement released by the organizing committee. The director or one of the main cast & crew of the nominated short films for International Short Film Screening will get the invitation of participating all activities in the 8th CSFF in Shenzhen whose round-trip and lodging expenses will be covered by the organizing committee.

5. How to submit your film
All entries of the 8th China International New Media Short Film Festival is free of entry fees. The specific steps are as follows:
(1)Register Online
Applicants are welcome to log on the CSFF official website www.csff.com.cn and click on the login/register —— select director and fill out all required information and become a guest of the 8th China International New Media Short Film Festival.
(2) Enter CSFF official website and download Application Form of International Short Film Screening under Short Film Competition Session, fill out the form completely and print it out, sign applicant’s name on it.
(3) Burn data to DVDs or save data to a removable storage device, which should contain the data information of an entry as follows but not limited to:
a. A completed electronic edition of Registration Form of International Short Film Screening;
b. A poster of the entry in the format of a vector diagram that can be converted into any publication form or a high-resolution JPG file;
c. A still image of the entry, which may be a screenshot of the entry;
d. Two subtitle files in Chinese and English versions
(4) Mailing Entries and Other Materials    
  a. Applicants should submit participating short films and entry materials by express delivery, with words participating entries of the 8th CSFF on the mail.
  b. the mail should contain following materials:
①a printed version of completed Application Form of International Short Film Screening with signature signed on the paper;
②DVD of data information or flash storage device containing all contents required in item 3;
③DVD or flash storage device containing the participating short film;
①Every eligible film must have an opening title containing following information:1. Applying award; 2. Film title ;3. Film Type ;4. Film length; 5. Director's name .

The participating short film can also be submitted by uploading to cloud storage and send the link and password to CSFF.
Upload the video materials of participating short film and a scanning copy of a completed application form with signature to the cloud storage and share the link and password by email to cs@csff.com.cn with following information as the subject of the email: Awards applied in KingBonn Supporting Program + film name +  film type + contact person and telephone number.
If the participating short film is submitted by uploading to cloud storage, there would be no need to mail DVD or flash storage device containing short film.

Note: While choosing to submit a film by mailing, participants should notify the organizing committee of CSFF by email, including film name, director’s name and the tracking number. The organizing committee shall bear no mailing and insurance costs of the entry materials, nor the liability for any loss or damage of the entry materials in the mailing process or any loss, errors or damage of the entry materials caused by force majeure.

 (8) Confirmation of the Organizing Committee
Once receiving the entry email and recognizing all entry materials are correct through verifying, the organizing committee staff shall inform the participants through mailbox: cs@csff.com.cn that the application has been successful. 

6. Schedule for International Short Film Screening
(1) International Short Film Screening via Online Trading Platform
All entries in conformity with the requirements of the 8th CSFF shall be screened on Online Trading Platform for International Short Film Screening, during the opening time of the platform, registered guests can view these entries through login platforms and search for information of entries and submit inquiries for purchasing copyright of the entries. The organizing committee is committed to protect the copyrights of the entries and add corner mark Entries of the 8th CSFF, do not download for copyrights should be respected to all entries.

(2) Schedule for International Short Film Screening
Fifty outstanding works selected by the selection jury committee of the 8th CSFF shall be divided into 4 screening units and screened on appointed TV channels, websites, mobile tvs and public places including cinemas, colleges and squares during the 8th CSFF. By that time directors or main cast & crew will also be invited to attend activities in Shenzhen and have on-site Q&A sessions with the audience.
Applicants should actively cooperate with the organizing committee to provide high-quality audiovisual works when your film is selected for screening. Film file of MP4/MOV/AVI/ MPG with definition of 1080p or higher is preferred.

7. Announcement of Competition Results
(1) Announcement of Selected Entries for International Short Film Screening

The 8th CSFF Opening Ceremony is the only result-announcing platform for Selected Entries for the International Short Film Screening. The opening ceremony will be held on the evening of Nov. 24th, 2017, when the shortlisted directors will be awarded with certificates.

 (2) Announcement of Winner List for KingBonn Short Film Director Supporting Program
The announcement of winners list for KingBonn Short Film Director Supporting Program is subject to the official website of CSFF, www.csff.com.cn.
The 8th CSFF Closing Ceremony on the evening of December 2, 2017 shall be the only release platform for Winner List for KingBonn Short Film Director Supporting Program, where there will be awarding ceremony to award trophies, certificates and bonus to winner directors.

8. Announcement of Entry Information
Submitting the entries means that the applicant has agreed to authorize the organizing committee to release the information of the entry including introduction, stills, the photos of main cast & crew on all kinds of media like newspaper, TV, Internet, cell phone, printed publicity materials, publication and the official website http://www.csff.com.cn. The releasing information of shorts will be in full conformity with the content of Registration Form of International Short Film Screening signed by the applicant and once released the information would not be changed.

9. Copyright of Entries
CSFF entries must be created by applicants themselves. But joint authors can co-author the entries or authorize the copyright for participants to exercise. But the full copyright of entries must be confirmed and acclaimed by participants. All music and script ideas in the entry submitted should also be granted copyrights, or authorized by the copyright owners. Organizing Committee of China International New Media Short Film Festival shall bear no liabilities of copyright issues which should be undertaken by the applicants themselves. If there’s any dispute or issue in copyright, the organizing committee would disqualify the entry and reserve the rights to recover awards and prizes.

10. Promotion License
Applicants should authorize the organizers to edit entries for the use of promotion during the 8th CSFF in cinemas, TV channels, Internet, mobile TVs and public exhibition and screenings, interviews or advertising videos. Duration of film clips should never be over 15% of the entries, with maximum of 3 minutes, whose default authorizing term is 1 year. The authorization of film clips shall be automatically renewed for 1-year terms thereafter unless terminated by special announcement of the applicant when the term expires.

11.Withdrawal of Entries
Once entries are submitted, it should be deemed that the applicants had agree to all articles in this Regulation. All entries enrolled can never be withdrawn for any reason once entered the selection round of CSFF.
 
12. Disclaimer of Mailing
The organizing committee shall bear no mailing and insurance costs of the entries and other materials, nor the liability for any loss or damage of the entries in the mailing process or any loss, errors or damage of any entry materials caused by force majeure. Any DVD & CD and removable storage device of entries and related materials shall never be returned, please save backups.

13.Invitation
The organizing committee shall invite the nominated short film director or one of the main cast & crew in International Short Film Screening to the opening and closing ceremonies, screenings and other events of CSFF during November 24 - December 3 in Shenzhen, whose accommodation expenses in Shenzhen and round-trip expenses to Shenzhen shall be undertaken by the organizing committee. The organizing committee shall bear the costs of only one of the directors or main cast & crew if there are co-authors. This invitation can not be transferred to third parties.

14. Unforeseen Circumstances & Dispute Settlement
If there’s a litigation case, the case shall be submitted to the Court in Shenzhen City, Guangdong Province, China.


15. Other Information
Organizing Committee of China International New Media Short Film Festival shall have the right to modify this regulation including rules and articles, and other provisions related to this regulation.
Once signing up for participating CSFF, it shall be deemed to have acknowledged and accepted this Regulation. Producers, publishers or related organizations who submit the entries shall have an obligation of making sure entries submitted abide by law and all entry materials are authentic. If entry materials do not comply with the actual situation once verified, the organizing committee shall have the right to disqualify the entries.

16. Interpretation Right
The right to interprete the regulations is reserved by Organizing Committee of China International New Media Short Film Festival.
